FlexComp Plan Request for Proposal
The North Dakota Public Employees Retirement System (NDPERS) is issuing a Request for Proposal (RFP) for administrative and recordkeeping services for the Section 125 FlexComp plan. The North Dakota Public Employees Retirement System is responsible for the administration of the State’s retirement, health, life, dental, vision, deferred compensation, retiree health insurance credit, and EAP programs. NDPERS is soliciting proposals for an initial contract period to be effective January 1, 2025, to December 31, 2026.
The following is a sequence of activities for this RFP:

- March 22, 2024: Deadline for RFP questions
- April 8, 2024: Answers to RFP Questions posted to NDPERS website
- April 30, 2024: Proposals due by 5:00 pm CDT
- June 2024: NDPERS Board reviews proposals

Dental Insurance Request for Proposal
The North Dakota Public Employees Retirement System (NDPERS) desires to provide dental insurance benefits to all eligible active and retired state, university, and participating political subdivision employees and their eligible dependents. NDPERS is soliciting proposals for an initial coverage period to be effective January 1, 2025, to December 31, 2026.

Retirement Plan Services Request for Proposal
The North Dakota Public Employees Retirement System (NDPERS) is issuing a Retirement Plan Services Request for Proposal (RFP). The North Dakota Public Employees Retirement System is responsible for the administration of the State’s retirement, health, life, dental, vision, deferred compensation, flex comp, retiree health insurance credit, and EAP programs. This RFP is for actuarial and consulting assistance for the Defined Benefit Plans & Retiree Health Insurance Credit Program. NDPERS is soliciting proposals for an initial contract period to be effective July 1, 2024, to June 30, 2026.
The following is a sequence of activities for this RFP:

- January 12, 2024: Deadline for RFP questions
- January 31, 2024: Answers to RFP Questions posted to NDPERS website

Recordkeeper Request for Proposal
On behalf of the North Dakota Deferred Compensation Companion Plan and Defined Contribution Plans (NDPERS, or “the Plans”) Callan is soliciting proposals from qualified plan administrators to provide recordkeeping, administrative, and trustee/custodial services for the NDPERS (“Plan”). Proposers (“You” or “Your”) are invited to present proposals for defined contribution recordkeeping, trustee/custodial, and administrative services. The terms and conditions of this Request for Proposal (RFP) are set forth in the Recordkeeper RFP. This document provides an introduction to the process and instructions to complete this RFP.
This Request for Proposal (RFP) is issued for a 4-year period (July 1, 2024 through June 30, 2028). In addition, the Board intends that the successful bidder will have the opportunity to renew its contract for two subsequent two-year periods if an acceptable agreement can be reached between the contractor and the Board.
