Special ACA Enrollment for Temporary Employees

November 23 through December 11, 2020

This special enrollment opportunity for temporary employees of large employers, as defined by the Affordable Care Act (ACA), will start on November 23 and end on December 11, 2020. Temporary employees must be offered affordable health insurance coverage by their large employer.

If the temporary employee elects coverage during this special enrollment, the coverage will be effective January 1, 2021.

Definition of a Temporary Employee

As of January 1, 2015, the definition of a temporary employee for determining eligibility to participate in the NDPERS group health insurance plan changed to reflect the ACA definition, which is "an employee who works at least 30 hours per week or 130 hours per month."

Your next steps

After you offer health insurance coverage to the temporary employees, they must choose to accept or decline the coverage. Regardless of the decision, the temporary employee must submit a completed form to your organization's payroll or HR.
