NDPERS Board Announces New Executive Director

Scott Miller, currently the Retirement Program Administrator for the City of Phoenix Employees’ Retirement System, has been named the new Executive Director for the North Dakota Public Employees Retirement System (NDPERS). Miller takes over as the new Executive Director on May 29, 2018. The position has been vacant since October 2017, when Sparb Collins retired.
Miller stated, “I am truly excited to bring my experience back home to serve the NDPERS members and participating employers in the State of North Dakota. I cannot wait to continue the important work the NDPERS Board and staff have done to ensure the ongoing stability of the NDPERS fund”.
After an extensive national search, the NDPERS Board unanimously selected Miller on April 10, 2018. As Executive Director, Miller will lead the NDPERS agency and staff and oversee the management of the various benefits programs used by its members. Miller has over 20 years of executive leadership experience serving public pension systems, and the Board felt he demonstrated great knowledge and expertise in implementing and administering public employee benefits.
NDPERS Board Chairman Mark Dosch shared “we are thrilled to bring a North Dakotan back home. Scott is definitely qualified and brings with him North Dakota values to lead our NDPERS”. In his new role, Miller will report to the nine-member Board of Trustees. He will also serve as the Board’s representative with the members, employers and retiree organizations, the Legislature, the State Administration, national organizations, the media and the public.
Raised in North Dakota, Miller obtained his Bachelor of Business Administration with a major in Economics and minor in Mathematics at the University of North Dakota. He also obtained a Doctor of Jurisprudence degree from the Willamette University College of Law. His public pension career began in North Dakota in 1998, as the Attorney General’s appointed legal counsel for NDPERS. In 2006, Miller left North Dakota to further develop his qualifications and knowledge as a public pension professional. He has since served public pension systems throughout the mid-west including Montana, Illinois and most recently Arizona. Additionally, Miller successfully accomplished the certification as an Accredited Fiduciary from the National Conference on Public Employees Retirement Systems.
NDPERS administers five 401(a) defined benefit pension plans, an optional 401(a) defined contribution plan, a voluntary 457(b) deferred compensation program and the Retiree Health Insurance Credit program, in addition to a comprehensive uniform group insurance program which includes health, life, dental and vision plans along with the Employee Assistance program and FlexComp plan.
