BISMARCK, N.D. (FEB 13, 2024) – Today the North Dakota Public Employee Retirement System (NDPERS) Board of Trustees voted unanimously to appoint Interim Executive Director Rebecca Fricke to the position on a permanent basis effective today. Ms. Fricke has served as the Interim Executive Director since November 14th, 2023, when the former Executive Director, Scott Miller, was released. 

Ms. Fricke previously served as the Chief Benefits Officer at NDPERS and has 28 years of tenure with the organization. Ms. Fricke said, “I look forward to my new role as the Executive Director and ensuring our many members continue to receive quality benefits and excellent service from NDPERS.” 

Chairperson Michelle Kommer cited Ms. Fricke’s qualifications as irreplicable, and her continued leadership essential to ensure NDPERS’ continued success in serving its membership, particularly as to the implementation of House Bill 1040. House Bill 1040 passed in the 2023 legislative session, closes the defined benefit plan to new participants and creates a new tier to the defined contribution plan, with implementation planned for January of 2025. 

The NDPERS board is comprised of four legislators, three employees elected by their peers, and four members appointed by the Governor, who expressed uniform support of Ms. Fricke’s appointment. 

Senator Dick Dever noted, “Through her long-time leadership with NDPERS, Becca has developed a high level of expertise. As a legislator I value her ability to inform policymakers in their decision-making process.” Representative Stemen added “Becca brings a high level of experience, knowledge and spirit of cooperation that strengthens the credibility of NDPERS in the eyes of the legislators. She is the right leader at the right time.” Tyler Erickson, a member-elected trustee expressed that “Becca is exceedingly qualified to lead NDPERS into the future…it is clear that she possesses the knowledge and expertise to lead the agency through this time of transition and I’m looking forward to the future with her at the helm.” 

NDPERS administers nine different retirement plans as well as the health, life, dental, and other insurance plans for the benefit of state and political subdivision employees.
