- ASIFlex manages the reimbursements to NDPERS members including surviving spouses and is available to answer your questions by phone at 800.659.3035 or by email.
- RHIC is a monthly lifetime benefit eligible retirees can use as reimbursement for after-tax insurance premiums they are enrolled in such as:
- ANY health insurance premium (including Medicare Part B & Medicare supplemental coverage)
- ANY prescription drug coverage insurance premium (Medicare Part D)
- ANY long-term care insurance premium if coverage is for after August 1, 2019
- ANY dental or vision insurance premium if coverage is for after August 1, 2019
- For each year you were employed and receiving eligible service credit, you receive $5 in monthly RHIC. This is actuarially reduced if you retired early.
- Eligible retired spouses of NDPERS retirement plans may combine RHIC benefits.
- You will receive your monthly reimbursement as an eligible retiree or surviving spouse automatically OR by submitting a claim:

If you enroll in NDPERS insurance plans as a retiree, no action is required on your part for monthly reimbursement unless your RHIC is higher than your NDPERS insurance premium expense. - Submit a claim
Members enrolled in insurance plans outside of NDPERS, need to submit a claim to ASIFlex, and they must include specific documentation to receive their RHIC reimbursement.

The RHIC plan year for submitting claims runs from January 1 to December 31. A grace period is offered to submit claims until March 31 following the plan year closing on December 31.
If you retired after 2017, your RHIC is automatically deposited to the same bank account as your retirement payment. If not, sign up for direct deposit.
Retired members eligible to receive RHIC reimbursements must be receiving a retirement payment at least annually. Before your retirement, you must have been enrolled in one of the following retirement plans:
- Defined Benefit (Main) Hybrid - only if hired before January 1, 2020
- Public Safety
- Judges
- Highway Patrol
- Defined Contribution– only if hired before January 1, 2020
